  • Political Developments
    • On November 08, 2022, the NUG’s Minister for Foreign Affairs Daw Zin Mar Aung issued a statement regarding the 40th and 41st ASEAN Summit in Cambodia. Her statement called for six actions, urging ASEAN to prioritize the safety and democratic interests of civilians in Burma. 
    • On November 08, 2022, the National League for Democracy (NLD) released a statement criticizing the junta’s rejection of the results of the 2020 elections and warning that they would reject the results of the junta’s planned elections. They stated that the Union Election Commission (UEC) had official procedures to resolve issues of election integrity during the 2020 elections and that they would not participate in any future elections organized by the junta. 
    • On November 11, 2022, the Karen National Union (KNU) rejected the military junta’s proposal to host a nationwide election in 2023. 
    • The imprisoned Union Election Commission Chair U Hla Thein and Spokesperson U Myint Naing from the NLD government were released by the junta on November 09, 2022.
    • Myanmar Now reported that the junta is actively seeking ways to prevent mass resignation and retain civil servants in its administration.
  • Ground Situation
    • As of November 15, 2022, the Assistance Association for Political Prisoners (AAPP), a Burmese human rights advocacy organization, reported that 2,463 individuals have been killed. AAPP also reported that 16,191 individuals have been arrested and 12,974 individuals are still detained by the Burmese military since the coup.
    • UNHCR reported that there are more than 1.1 million people internally displaced in Burma since the coup as of November 01, 2022.
    • On November 08, 2022, junta forces in Mandalay and Sagaing regions burned down more than 150 civilian homes after clashes with the local PDFs.
    • Junta troops beheaded four PDF members and killed two other PDF members in Monywa Township in Sagaing Region. Eight civilians were also killed in the raid on November 07, 2022. On the same day, three civilians in the same township were tortured and shot to death by the junta.
    • A junta Mi-35 attack helicopter misfired and killed at least 60 of its troops in Myaung Township in Sagaing Region on November 13, 2022.
  • International Responses
    • Following the ASEAN Summit from November 10-13, 2022, ASEAN leaders released a 15-point statement that called for further cooperation on the five-point consensus, issued a “warning” to the junta to comply with the consensus or risk being barred from representation at all levels, and introduced the potential to “engage all stakeholders” in the peace process such as the National Unity Government (NUG). The UN Secretary-General Antonio Guterres said the UN welcomed ASEAN’s “principled approach” through the five-point consensus and shared that next year’s ASEAN chair, Indonesia, may advance the agenda further. 
    • On November 13, 2022, US President Biden raised concern “regarding the deteriorating crisis in Burma” and supported increased pressure on the junta to comply with the five-point consensus at the ASEAN summit.
